Purpose: To make grants to public bodies and private non-profit organizations providing technical assistance and training to reduce or eliminate pollution of water resources and improve planning and management of solid waste sites.

This assistance is available in rural areas and towns with a population of 10,000 or less.
Eligibility: Grants may be made to private non-profit corporations that have been granted tax exempt status by the Internal Revenue Service of the United States. Applicants must also have the proven ability, background, experience, legal authority, and actual capacity to provide technical assistance and/or training on a regional basis to associations. Grant assistance must be used to reduce or eliminate pollution of water resources, and/or to improve planning and management of solid waste facilities. Grants may be made to enhance operator skills in operations and maintenance, to identify threats to water resources, and reduce the solid waste stream.
Requirements: An applicant must file the application with the appropriate Agency office between October 1 and December 31 each fiscal year. The applicant should provide evidence of legal existence and authority in the form of certified copies of organizational documents and a certified list of directors and officers with their respective terms. Also, the applicant should provide evidence of tax exempt status from the IRS, a brief written narrative, the latest financial information, estimated breakdown of costs, budget and accounting system in place, and evaluation method to determine if the objectives of the proposed activity are being accomplished.
