The Professional Fellows Division in the Bureau of Educational and Cultural Affairs Office of Citizen Exchanges invites proposal submissions for one of three separate ;Empowerment; programs:

1) the Empower Community Program,
2) the Empower Access Program, and
3) the Empower Partnership Program. U.S. public and non-profit organizations .
The three;Empowerment; Programs described in this RFGP support professional exchanges between the people of the United States and their counterparts in other countries who work to provide services and support to persons with disabilities and the communities in which they live.
Utilizing fellowship models and institutional linkages, the Empower Programs will provide professional development opportunities for individuals and organizations aimed at strengthening institutional knowledge and organizational capacity, enhancing outreach capabilities, and increasing the resource base of the communities in which participants live and serve.
