Thirty-four communities in PA provide electric power to their communities, according to Don Pepe, President of the PA Municipal Electric Association and Borough Manager of Zelienople.

"Municipalities that purchase and provide power to their own municipalities are not regulated by the Public Utility Commission," he explained. "We purchase energy on the open market, which is quite competetative and since the rates charged to our local consumers are set by the local elected officials, there is a strong incentive to keep the rates as low as possible."
"Also, since power is a source of revenue for our Borough, we have been able to keep our property tax rates low. Without this revenue, our millage rate would be about 48, instead of the 5.6 it currently sits at," he went on. In a borough of 4,300 like Zelienople, having low property taxes while keeping all our other services at acceptable levels is REALLY CRITICAL."
The effects of the electric rate increases being felt by other municipalities and for citizens in general will not be as big for the members of our Association."
