Peak flow issues, from heavy rain in the Lehigh County Authority (LCA) sewer conveyance systems and in the collections systems connected to it has resulted in the Pennsylvania Department of Environmental Protection (PADEP) to begin reviewing sewer system extensions in seven (7) of the municipalities the Authority serves.

Bradford E. Landon, Solicitor for the Authority called the meeting to order and Aurlel M. Arndt, General Manager of the Authority greeted the audience. Pursuant to communications with PADEP and in accordance with Chapter 94 requirements, LCA and the above municipalities and, where applicable, their wastewater authorities, have elected to prepare and implement a corrective action plan to collectively address the problems within each of these sanitary sewer systems. LCA and the above named LCA signatory parties have formed the Western Lehigh Sewerage Partnership (WLSP) to jointly investigate and develop an appropriate corrective action plan.
An overview of the SCARP, The Sewer Capacity Assurance and Rehabilitation Program was reviewed at a public hearing on Nov. 18 at The Upper Macunie Township Offices, James Shelton, PE of Malcolm Pirnie, Inc.
The plan addressed both PADEP concerns and other related long-term wastewater needs for the Partners. Since initial formation of the WLSP, the United States Environmental Protection Agency issued a Compliance Order to all municipal dischargers to the City of Allentown’s Klines Island wastewater treatment plant. The technical requirements of that order are also addressed in this Program.
The municipalities involved in the plan are (namely Upper Milford Township, Weisenberg Township, Lower Macungie Township (LMT), Upper Macungie Township (UMT), Lowhill Township, Alburtis, and Macungie).
