Dear Kitty,
What about the online and TV advertisements that talk about "free" government grant money? Is there "free money" in the form of government grants for me out there?

I think you already know the answer to this question, Ray, but here goes.
There is no "free" government grant money out there for you. All available government grant money is associated with the services and/or expertise's needed to, not only find and apply for the grant you may seek, but to successfully obtain the federal grant, as well.
A grant seeker must put out money to search for a grant --- as in "just purchase this listing of 5,000 grant opportunities from our website" or the grant seeker must put out money for production of the grant application --- as in "buy this grant kit to help you write the grant".
So, right up front the grant is not "free". You must pay for access and proposal development.
One of the "free grant money" web sites I looked at to better answer your question, talked about everything grant related except for the fact that a fully developed and vetted business plan is a prerequisite to win a grant. Would a bank give a loan without a comprehensive business plan from the applicant? Would the federal government give grant funds out without evidence of where, how, why, and for what compelling reason the money is going to be spent? The answer to both questions is firmly and unequivocally, "no".
One "free grant money" web site stated that anyone can obtain government grant money because "every US citizen is eligible for one". Every US citizen is eligible for free ice cream, too. How you obtain free ice cream is a another story --- but I'll send you a list of 5000 ice cream shoppes in America where ice cream is freely available if you'd like....
Bottom line: Access to and the development of a federal grant application costs money. It is not free. Not at all.
