During the late spring and during the summer months there has been talk and little action regarding fixing the $250 million hole in the budget that was created by the funding shortfall in allocated federal funds to the state.

As promised the legislature and Governor will meet to plug the hole and discuss transportation funding and settle a feud between the Pennsylvania Turnpike Commission and Pennsylvania Department of Transportation on Act 44 funds coming from PTC to Penn Dot. The CLEAR coalition made up of Public Sector unions will be holding a rally September 22 in the Capitol Rotunda at noon. The topic is closing the tax loopholes and push for enacting a severance tax on Marcellus Shale by the legislature and the Rendell Administration by October 1, 2010. The Tea Party will be holding two rallies this fall. September 12 from 1pm to 5pm and October 23, 2010 from 9am to 1pm both to be held on the Capitol steps in Harrisburg.
Pennsylvania must embrace PPP & PFI’s
During my travels this summer I have been asked to speak about PPP (Public Private Partnerships) and PFI (Public Funding Initiatives). Simply put, a public private partnership is a joint venture between a private company and a public body. Large project are usually done with private equity firms and small projects are with small companies. The most familiar to most of us are the food and fuel rest stops on the Pennsylvania Turnpike. There are other numerous examples of public private partnerships in your own back yard. A number of local water and sewer authorities have leased their facilities to larger utilities or privates companies to fix and overhaul their plants because the public they serve can no longer foot the bill for the massive cost it would incur. These leases run from 30 to 75 years.
PFI’s are when a private company or entity provides a service to a public body. These deals are few and far between in the United States. For instance in Canada, the Canadian Public School pension fund has be used to build schools and in Europe, pension funds and private equity firms have been used to build schools and hospitals. Payments are then made from the local body to the private company over time unlike a lease on a car.
PA Broad Band Summit
The Pennsylvania Broad Band Summit will be held on September 20-21 at the Penn Harris Hotel located in Camp Hill, Pennsylvania. Featured speakers will be Blair Levin, , the former executive director of the Omnibus Broadband Initiative who oversaw development of the National Broadband Plan, and former mayor Graham Richard, who used broadband initiatives to help turn around the once-struggling city of Fort Wayne, Indiana.
