Introducing High Performance Network and Sand Associates
Empowered Municipalities has been searching for ways to increase services for municipal governments. To further this we have launched the High Performance Network, which is bringing together Experts from a variety of fields that serve and work with the government and non-profit sectors.

PRINCIPAL CONSULTANTS
Michael A. Sand is the dean of local government and nonprofit consultants. He has forty-four years of experience working for local governments and non-profit groups. In 1982, he founded SAND ASSOCIATES, one of the first consulting firms in the country specializing in assisting local governments and nonprofit organizations.
The group he founded, the Grants Assistance Program, has provided technical assistance to numerous local governments. His extensive list of training clients has included the Pennsylvania State Association of Boroughs(PSAB) and the Pennsylvania State Association of Township Supervisors (PSATS). He has led more than one thousand workshops for representatives of local governments and nonprofit organizations. Mike is the author of How to Manage an Effective Nonprofit Organization (Career Press 2005) a book which has sold more than 12,000 copies. He is co-author of The Essential Nonprofit Fundraising Handbook (Career Press 2009). Mike’s office is in Harrisburg, PA.
Howard J. Grossman has had extensive experience working with a variety of local governments, assisting in the development of comprehensive plans, zoning ordinances, and related documents. He has had over fifty years of active involvement in providing technical advice to governments, as well as the nonprofit and private sectors .In his early years, he either prepared or supervised the preparation of plans for each of the 62 townships and boroughs in Montgomery County, PA. In thirty years as executive director of the Economic Development Council of Northeastern Pennsylvania( EDCNP), now called NEPA Alliance, he worked with many of the hundreds of local governments in the seven county region. As a consultant under the umbrella of HJG Associates, he has continued this professional service and has extensive knowledge of governmental life in the Commonwealth. In addition, he has been active in many professional associations, having been President of the Pennsylvania Planning Association, Development District Association of Appalachia, and the National Association of Development Organizations (NADO), and has won the highest awards from all of these organizations, plus the National Association of Regional Councils and the American Planning Association.
