Pleasanton, California, Votes To Lift Housing Cap.
Pleasanton Weekly (8/Bing) reported, "The Pleasanton City Council agreed last night to pay $1.9 million in legal fees to two affordable housing coalitions in a 4-0 vote that also scuttled the city's voter-approved 1996 housing cap that was designed to prevent runaway residential growth." The votes come in response to a ruling by a judge last March "in favor of the housing coalitions and order Pleasanton to strip the housing cap from its rule books." Therefore, the council "authorized the first payment of $995,000 from its Self-Insurance Retention fund as the first of two installments totaling $1.9-million in taxpayer funds to cover legal fees incurred by Urban Habitat and Public Advocates, who first sued the city in 2006 over affordable housing issues, including the cap." The article notes the former housing cap was set in 1996 as an "arbitrary figure that allowed the city and school district to plan ahead for serving residential needs as the city reached buildout."
Marion County, Florida, Sets Blighted Property Ordinance.
The Ocala (FL) Star-Banner (8/18, Thompson) reported, "Joining hundreds of other communities across the country in seeking accountability from mortgage lenders, Marion County commissioners have enacted an ordinance that creates a registry of abandoned, foreclosed properties and mandates that such lots will be kept tidy." The ordinance states "lenders with mortgages in default as of Oct. 1 to inspect those lots within two months to determine if any are vacant. Properties deemed vacant will be considered abandoned and registered with the county. Lenders will then be required to pay a $100 yearly registration fee for each parcel and maintain them." The Star-Banner explains that instances that would violate anti-blight standards include 'mowing lawns, cleaning swimming pools and keeping lots free of trash, junk or anything else that gives "the appearance that the property is abandoned.' Lenders may also be required to board up properties."
Bills Would Alter Structure Of Local Government In Pennsylvania.
The Free Press Courier (PA) (8/18, Corderman) reported, "Several bills have been introduced in the Pa. House and Senate within the last few months regarding the structure of local government, with the proposal of centralized county government, rather than township and municipal, being put forward." The Courier notes House Bill 2431 "would make counties responsible for all local government activities, including law enforcement. Municipalities would only exist under the jurisdiction of the county, which would determine what type of duties municipal officials could perform." These counties would then be "tasked with all control of personnel, law enforcement, land use and zoning, sanitation, health and safety." However, the bill remains "a long shot, though, as it would require a voter-approved amendment to the state Constitution to become law."
